WENATCHEE — Rep. Mike Armstrong has introduced a plan that would hand over ownership of the eastside portion of the Apple Capital Recreation Loop Trail to Douglas County and East Wenatchee.
Armstrong, R-Wenatchee, added the clause on Thursday to the state’s supplemental transportation budget, which is working its way through the Legislature. The budget must still be approved by the House and Senate transportation committees and the full House and Senate.
